AWARD PURPOSE 1) TO ADVANCE EQUITY FOR JUSTICE-INVOLVED YOUNG ADULTS BY PROVIDING TRAINING, MENTORSHIP, LEADERSHIP DEVELOPMENT, PAID WORK, AND EDUCATIONAL OPPORTUNITIES THAT WILL START THEM ON PATHS TO LIVING WAGE JOBS IN LOCAL HIGH-DEMAND INDUSTRIES; 2) TO IMPLEMENT EVIDENCE-BASED STRATEGIES FOR REDUCING COMMUNITY VIOLENCE. ACTIVITIES PERFORMED CENTRAL TO THE DELIVERY OF EMPLOYMENT, EDUCATION, AND VIOLENCE PREVENTION SERVICES FOR JUSTICE INVOLVED OR AT RISK 18–24-YEAR-OLDS ARE COMMUNITY HEALTH WORKER – VIOLENCE PREVENTION PROFESSIONALS (CHW-VPP), PEER LEADERS WITH LIVED EXPERIENCE TRAINED THROUGH THE COMMUNITY HEALING THROUGH ACTIVISM AND STRATEGIC MOBILIZATION (CHASM) PROGRAM AND THE FACILITATING CAREER DEVELOPMENT CREDENTIAL (FCDC) PROGRAM. DELIVERABLES 1) SECTION IV.B.3.B OUTCOMES: 2ND Q – 70% EDUCATION AND EMPLOYMENT RATE; 2ND Q – MEDIAN EARNINGS AT LEAST $5,750; 4TH Q – 60% EDUCATION AND EMPLOYMENT RATE; 60% CREDENTIAL ATTAINMENT; 70% MEASURABLE SKILLS GAIN; LESS THAN 5% ARRESTS FOR VIOLENT CRIMES WHILE ENROLLED; LESS THAN 10% RECIDIVISM WHILE ENROLLED 2) OTHER EXPECTED OUTCOMES: KNOWLEDGE OF STRUCTURAL AND SOCIAL DETERMINANTS OF HEALTH AND WAYS TO ADDRESS THEM, ADVOCACY SKILLS, LEADERSHIP, CIVIC PARTICIPATION INTENDED BENEFICIARY JUSTICE SYSTEM INVOLVED YOUNG ADULTS AGED 18-24 SUBRECIPIENT ACTIVITIES 1) EAST TENNESSEE DEVELOPMENT DISTRICT – ETDD WILL PROVIDE PROJECT IMPLEMENTATION IN KNOXVILLE, TN, AND COCKE COUNTY, TN. ETDD WILL WORK WITH THE PROJECT DIRECTOR AND PROJECT COORDINATOR TO IMPLEMENT ALL DELIVERABLES TO THE TWO TENNESSEE SERVICE AREAS INCLUDING BUT NOT LIMITED TO EMBEDDING CHW-VPPS IN 4 COMMUNITY ORGANIZATIONS; WORKING WITH EMPLOYER PARTNERS TO PLACE PARTICIPANTS IN JOB TRAINING AND EMPLOYMENT; PROVIDING VIOLENCE PREVENTION RESOURCES TO PARTICIPANTS; AND COLLECTING DATA FOR DOL REPORTING. ETDD WILL HIRE FIVE CONTRACTORS TO IMPLEMENT THE GRANT ACTIVITIES, ONE PROJECT COORDINATOR AND FOUR CHWVPPS. 2) MY DADDY TAUGHT ME THAT – LAND OF SKY (LOS) WILL PROVIDE A SUBAWARD TO MY DADDY TAUGHT ME THAT, LOCATED IN ASHEVILLE, NC, TO EMBED ONE COMMUNITY HEALTH WORKER WHO IS TRAINED AS A VIOLENCE PREVENTION PROFESSIONAL (CHW-VPP) TO SERVE MALES THROUGHOUT THE REGION. THE CHW-VPP WILL PROVIDE SERVICES TO PARTICIPANTS INCLUDING, BUT NOT LIMITED TO SOCIAL/EMOTIONAL SUPPORT, LINKAGE TO RESOURCES, AND ADVOCACY (INCLUDING JUDICIAL ADVOCACY). 3) YWCA OF ASHEVILLE - LOS WILL PROVIDE A SUBAWARD TO YWCA OF ASHEVILLE, LOCATED IN ASHEVILLE, NORTH CAROLINA, TO EMBED ONE CHW-VPP TO SERVE FEMALES THROUGHOUT THE REGION. CHW-VPP ACTIVITIES SAME AS ABOVE.

ACTIVITIES PERFORMED CALIFORNIA GROWTH OPPORTUNITIES SERVE PARTICIPANTS WITH CASE MANAGEMENT, EMPLOYMENT PREPARATION, PAID WORK EXPERIENCE, SUPPORTIVE SERVICES, CREDENTIAL ATTAINMENT, VIOLENCE PREVENTION (MENTORING AND CONFLICT RESOLUTION SERVICES, AND PLACEMENT INTO UNSUBSIDIZED EMPLOYMENT IN HIGH GROWTH FIELDS. DELIVERABLES CREDENTIAL ATTAINMENT (GOAL OF 50%); MEASURABLE SKILLS GAIN (GOAL OF 70%); DATE OF PLACEMENT IN EMPLOYMENT OR EDUCATION (SECOND QUARTER AFTER EXIT- GOAL OF 70% AND FOURTH QUARTER AFTER EXIT GOAL OF 60%); MEDIAN EARNINGS (SECOND QUARTER AFTER EXIT- GOAL OF $5,750). REO INDICATOR GOALS OF LESS THAN 10% RECONVICTIONS 12 MONTHS POST RELEASE AND RETURNS TO INCARCERATION, AND A GOAL OF LESS THAN 5% RATE FOR ARRESTS FOR VIOLENT CRIMES COMMITTED AFTER PROGRAM ENTRY. OTHER OUTCOMES INCLUDE IMPROVED PERFORMANCE ON CONFLICT RESOLUTION AND LEADERSHIP DEVELOPMENT CORE COMPETENCIES FOR PARTICIPANTS BASED ON PRE-PROGRAM VERSUS POST-PROGRAM ASSESSMENTS, INCREASED WORK READINESS/EMPLOYABILITY, AND INCREASED SKILLS FOR COMMUNITY AWARENESS AND ACTIVITY. INTENDED BENEFICIARY PARTICIPANTS SERVED, EMPLOYERS RECEIVING TRAINED WORKERS, COMMUNITIES WITH ELEVATED SAFETY DUE TO PROGRAM RESULTS. SUBRECIPIENT ACTIVITIES EMPLOYMENT SUBGRANTEES WILL PROVIDE SERVICES FOR ALL 348 PARTICIPANTS. THESE WILL INCLUDE BASIC SERVICES SUCH AS IDENTIFICATION, RECRUITMENT, SELECTION, AND RETENTION, JOB PREPARATION, CAREER EXPLORATION AND PLANNING, CASE MANAGEMENT WITH NEEDS ASSESSMENT AND EMPLOYMENT BARRIER IDENTIFICATION AND THE CREATION OF AN INDIVIDUAL DEVELOPMENT PLAN (IDP) FOR EACH PARTICIPANT. IT WILL INCLUDE SUPPORTIVE SERVICES PROVIDED DIRECTLY AND BY REFERRAL, PAID WORK EXPERIENCE OF AT LEAST 200 HOURS, ATTAINMENT OF INDUSTRY RECOGNIZED CREDENTIALS AND PLACEMENT INTO UNSUBSIDIZED EMPLOYMENT AND FOLLOW-UP SUPPORT FOR 12 MONTHS AFTER EXIT.

AWARD PURPOSE GOODWILL® LIFELAUNCH: GROWTH OPPORTUNITIES (GO) WILL PREPARE JUSTICE-INVOLVED YOUNG ADULTS FOR WORK AND CAREERS THROUGH PLACEMENT IN PAID WORK EXPERIENCES AND DELIVERY OF OTHER CRITICALLY NEEDED SUPPORTS, INCLUDING WRAP-AROUND SUPPORTIVE SERVICES; VIOLENCE PREVENTION, MENTORSHIP, CONFLICT RESOLUTION AND LEADERSHIP DEVELOPMENT TRAINING; MENTORSHIPS; EDUCATION AND OCCUPATIONAL SKILLS DEVELOPMENT; AND JOB SEARCH AND PLACEMENT SERVICES. ACTIVITIES PERFORMED GO WILL HELP YOUNG ADULTS INTERRUPT THEIR INVOLVEMENT WITH THE JUSTICE SYSTEM BY FOCUSING ON THEIR STRENGTHS AND GOALS; INCREASING THEIR SKILLS AND COMPETENCIES; GAINING AN UNDERSTANDING OF LOCAL LABOR MARKETS, EMPLOYMENT OPPORTUNITIES AND CAREER OPPORTUNITIES; EARNING WHILE LEARNING THROUGH WORK EXPERIENCE OPPORTUNITIES; AND ENTERING AND RETAINING EMPLOYMENT. DELIVERABLES • NOT MORE THAN 5 PERCENT OF PARTICIPANTS WILL BE ARRESTED FOR VIOLENT CRIMES • NOT MORE THAN 10 PERCENT OF PARTICIPANTS WILL RECIDIVATE WITHIN 12 MONTHS OF RELEASE. • AT LEAST 50 PERCENT OF PARTICIPANTS WILL EARN HIGH SCHOOL DIPLOMA OR EQUIVALENT AND/OR RECOGNIZED POSTSECONDARY CREDENTIALS. • AT LEAST 70 PERCENT OF PARTICIPANTS WILL DEMONSTRATE MEASURABLE SKILL GAINS AS A RESULT OF EDUCATION AND TRAINING ACTIVITIES. • AT LEAST 70 PERCENT OF PARTICIPANTS WHO ENTER EMPLOYMENT WILL REMAIN EMPLOYED IN THE SECOND QUARTER AFTER EXIT AND 60 PERCENT WILL BE EMPLOYED IN THE FOURTH QUARTER. • EMPLOYED PARTICIPANTS WILL ACHIEVE MEDIAN EARNINGS AVERAGING $5,750 IN THE SECOND QUARTER AFTER EXIT. INTENDED BENEFICIARY A) THE ELIGIBLE YOUNG ADULTS WHO ENROLL IN THE PROGRAM; B) THEIR FAMILIES; C) THE EMPLOYERS THAT HIRE THEM; D) THE JUSTICE SYSTEMS THAT EXPERIENCE REDUCED ARRESTS AND RECIDIVISM; AND E) THE OVERALL TARGET COMMUNITIES, WHICH EXPERIENCE INCREASED SAFETY AND THE ADDITION OF RESIDENTS WHO CARE FOR THEMSELVES AND THEIR FAMILIES AND CONTRIBUTE TO ECONOMIC GROWTH. SUBRECIPIENT ACTIVITIES FIVE LOCAL GOODWILL ORGANIZATIONS WILL PROVIDE DIRECT PARTICIPANT SERVICES LEADING TO 100 PERCENT ACHIEVEMENT OF WIOA AND REO PERFORMANCE INDICATOR GOALS. THEY WILL MANAGE ALL PARTNER RELATIONSHIPS AND RECRUIT NEW PARTNERS TO CONTRIBUTE TO GRANT GOALS.
